Owen was appointed CEO at CIPFA in 2024. Prior to this he was Chief Executive at Hertfordshire County Council following an initial period as their s151/Chief Finance Officer. Owen was a member of his local NHS system’s Integrated Care Board and also held wider leadership roles as lead local authority CEO for the East of England region and Vice-Chair of the Association of County Chief Executives.

Before his time in local government, Owen was a Senior Civil Servant in Whitehall holding Finance Director roles at the Home Office, HM Courts Service, and the Legal Aid Agency. Owen began his professional career with professional services firm PWC, working with a wide range of private and public sector clients and qualifying as a chartered accountant.
