Nicola Kilvington is the Director of Devolution and Local Government Reorganisation at Surrey County Council working as part of the implementation team for all councils in Surrey. She joined the county council in 2018 and has since held a number of roles across policy, strategy, insights and performance. Prior to this, Nicola worked across London boroughs and Hertfordshire.
