Michelle Sacks is the Chief Executive of Huntingdonshire District Council, where she leads the delivery of the council’s inspiring Place Strategy, a 30-year vision for the district, alongside its Corporate Plan outcomes. She is committed to fostering a culture of innovation while ensuring that core services are delivered efficiently, effectively and in line with the council’s values. Michelle is known for her collaborative leadership style and for building strong, positive partnerships across local government and wider sectors. She joined Huntingdonshire in 2023 and brings more than two decades of senior experience across multiple councils. Before her current role, Michelle served as Deputy Chief Executive for Growth at the South and East Lincolnshire Councils Partnership, and previously as Deputy Chief Executive (Place) for Boston Borough and East Lindsey District Councils. Her work in these roles focused on driving major growth agendas, attracting inward investment, supporting skills and employment, and delivering programmes to create jobs, housing and improved connectivity. Michelle’s earlier career includes significant leadership positions at Boston Borough Council, where she was Deputy Chief Executive and Director of Growth, Corporate Director, Solicitor to the Council, Monitoring Officer and the council’s Chief Information Officer. Across these roles, she led on governance, legal services, customer services, democratic processes, planning, elections, information management and organisational development. She played a key role in shaping transformation programmes, strengthening ethical standards, enhancing customer experience and embedding modern, collaborative ways of working. Her extensive background also spans strategic legal leadership and monitoring officer roles at East Lindsey District Council, Staffordshire County Council, Selby District Council, Rochdale Borough Council, Thurrock Council, Peterborough City Council, Corby Borough Council and Fenland District Council, where she began her career as a legal assistant before qualifying as a solicitor. Michelle brings deep expertise in governance, transformation, place leadership and partnership working, combined with a strong track record of guiding councils through complex change while keeping residents and communities at the heart of decision-making.
