Emma Noyce BEM is Deputy Director for Local Government Reorganisation and Devolution at Hampshire County Council and Director of the Hampshire and Solent LGR Programme. With more than two decades of leadership experience in local government, Emma has led services and transformation programmes across economic development, regeneration, culture, communities, environment and strategic change. Emma has provided input to government policy and guidance on a number of subject areas, and led and supported a range of national partnerships. Awarded the British Empire Medal for services to communities during the COVID-19 pandemic, Emma is passionate about public sector reform, place leadership and delivering lasting outcomes for residents.
