In his previous role as Chief Information Officer at West Northamptonshire Council, Wales was instrumental in merging four separate councils into a single, cohesive digital function. This involved setting the organization's technology strategy, enhancing services for both staff and the public, and driving productivity improvements through technology. During his tenure, he created the council's first three-year digital roadmap, established new functions and teams, and successfully led and mentored a division of over 180 staff.
