Reorganisation creates opportunity, but it also inherits years of tax history and legacy decisions. We work alongside S151s, finance leads and programme teams to spot issues early, agree a clear plan, and keep momentum.

We focus on the workstreams that most often drive delay or cost in LGR: Section 33 VAT recovery and partial exemption, property and regeneration activity, trading and charging, shared services and group structures, and the treatment of grants, funding and income streams. We also support employment tax and payroll challenges, including off payroll working (IR35), national minimum wage, CIS, and HMRC compliance work.

Across LGR programmes we often act as a critical friend, helping teams bring legacy councils into a practical forum, map inherited positions, prioritise fixes, and set up repeatable processes for the new authority. Where helpful, we support HMRC engagement and due diligence, and help create clear working papers that stand up to scrutiny.
